Operating Directors
Robert Seager, P.Biol.
Bob Seager is the President, CEO and Chairman
of the Board of Directors of AXYS Environmental Consulting Ltd.
Mr. Seager has over 25 years of experience in the environmental
and public consultation fields in Canada and has managed
environmental
impact assessments, including public and Aboriginal consultation
programs for pipeline and oil sands developments. He has previously
held
management positions with NOVA Gas Transmission and coordinated
the environmental aspects of hundreds of pipeline projects during his
tenure with NOVA. He subsequently managed the environmental
and
public involvement components of many large pipeline projects in
various
regulatory arenas in western Canada and served as an expert
witness on numerous occasions at National Energy Board and Alberta Energy
and Utilities Board hearings.
Mr. Seager is currently a member
of
the Alberta
Society of Professional Biologists, the International Association
of Public Participation and holds Certificates in Risk Communication
and
Media Relations.
Ross
Eccles, M.Sc., P.Biol.
Ross Eccles is Senior Vice-President and Principal for
AXYS Environmental Consulting Ltd. and Senior Environmental
Advisor in
the Calgary, Alberta office. He has 20 years of domestic and international
environmental
consulting experience, specializing in the management of environmental
assessments and mitigation planning. The majority of Mr. Eccles’ professional
efforts have been focused on the co-ordination of multidisciplinary
routing/siting evaluations, impact and cumulative effects assessments,
environmental planning, and regulatory approvals for a variety of industrial
and recreational developments.
Recently, Mr. Eccles has participated in various capacities as an
environmental consultant on cumulative effects issues. He coordinated
the cumulative effects assessment for wildlife resources for the Diavik
Diamond Mine in the Northwest Territories, using terrain and habitat
modeling techniques over a 10,000 km2 study area, and was
an author of the wildlife effects chapter of the Athabasca Oil Sands
Cumulative
Effects Management Initiative Report. He was also a senior author
on a position paper for DIAND on
wildlife thresholds for managing cumulative effects in Yukon, and has
been retained by the Canadian Environmental
Assessment Agency to facilitate and present workshops on the application
of cumulative effects assessments within the federal regulatory process.
Currently, he is a senior advisor to Shell and Canadian 88
on their development plan associated with wellsite applications in the
Screwdriver
Creek
area of southwestern Alberta, a plan that focuses on cumulative effects
assessment for several resources.
Mr. Eccles regularly participates as an expert environmental witness
in regulatory hearings related to industrial and/or recreational developments
in B.C., Alberta and the Territories. He has been retained to serve
as a witness for Shell and Canadian 88 hearings for their Screwdriver
Creek wellsite applications. Recently, he participated as an expert
witness during technical sessions conducted in support of the comprehensive
study report for Diavik Diamond Mine. In addition, he was the senior
environmental expert witness for the Canadian 88 Burmis Pipeline (EUB hearings) and the Express Pipeline (NEB hearings). He has also participated
in National Energy Board and Environmental Assessment Review Process
(E.A.R.P.) hearings and E.I.A. deficiency responses for the Alaska Highway
and Dempster Lateral Gas Pipelines. Mr. Eccles was also retained by
the Natural Resources Conservation Board of Alberta to assist Board
members and staff on the environmental review of a proposed golf development
in Kananaskis Country.
Jeff
Green, M.Sc., P.Biol.
Jeff Green is a Senior Vice-President and Principal for
AXYS Environmental Consulting Ltd. and Senior Wildlife Biologist in
both the Sidney and Calgary offices. He has over 20 years
of consulting experience in Alberta, British Columbia, northern Canada
and Alaska. He has directed
and participated
in a wide variety of studies including wildlife population assessments,
habitat assessments and modelling, resource development studies,
control of problem wildlife, habitat reclamation and enhancement,
and wetland
management. Mr. Green also has significant experience in National
Energy Board and Alberta Energy and Utilities Board hearings.
He provided
technical input to Athabasca Chipewyan First Nation negotiations
with BC Hydro on compensation for mitigation of the effects
of the WAC
Bennett Dam. He directed a habitat mitigation and enhancement
program for the
Oldman River Dam project, a training program on wetland enhancement
and management for native residents of the Peace-Athabasca Delta,
and a biological monitoring program on enhanced wetlands in
the Peace-Athabasca Delta. He has also participated in the development
of regulatory guidelines
and assessment of methodologies for wildlife habitat reclamation
in Alberta, and a route evaluation for low elevation bomber
exercises
for
the Department of National Defense.
Recently, Mr. Green was project director for an environmental baseline
study and recommendations report for a special waste management facility,
and environmental advisor to six of the Treaty 9 Indian Nations in
conjunction with the Northern Buffalo Management Program. He also assisted
the Little
Red River Cree Nation and the Tallcree Nation in the preparation of
a Model Forest research program under Forestry Canada's Green Plan. Currently, Mr. Green is managing our work in Barbados.
Robert Morin
Robert Morin is Director, Joint Ventures and Affiliates and a Geographer who has worked within
the oil and gas industry for over 14 years, with
experience
across
Canada
and
within several international venues related to the environmental field.
Mr. Morin has worked on over 4,500 kilometers of pipelines and their
associated facilities providing environmental expertise and applied
implementation experience including minor buoyancy control design. His
experience on the application and constructability of various mitigation
techniques has been utilized in the past on several oil and gas manuals.
Some of these include: "The Canadian Association of Petroleum
Producers (CAPP) Water Course Crossing Guidelines, 1994". In addition,
he was a contributor and reviewer of the "American Society of Civil
Engineering – Manual of Practice No. 89 Pipeline Crossings, 1996".
Having worked for the oil and gas industry and several large national
and international pipeline contractors within Canada, along with his
international experiences
on protection planning and implementation, Mr. Morin adds a strong
applicable, 'doable' evaluation component to any process
team.
Stephen Park, Chartered Accountant
Stephen Park is the Chief Financial Officer
at AXYS Environmental Consulting Ltd. Mr. Park has six plus years
of domestic and international accounting experience. While in public
practice
he focused on owner/ manager businesses, taxation, financial planning,
and practice management. He has various experience implementing business
plans, future cash flow management and cost control systems.
